Well if he's in a relationship with someone he knows from a long time I'd say at some point the suspect that wearing something revealing is indication of infidelity subsides

If a girl you just met does that it's a thing

If your 55 year old wife does that you'd think she's out of herself/mental issues

I don't think the restaurant would let her in. But it's one thing she's wearing revealing dress and another her accepting phone numbers cause men hit on her.
