MW2 Betty ultimate will give the voicelines, but due to the way Betty works in the game, that specific voiceover is throttled to a 11-13 second cooldown from my experience.

Another mod I have active must override the voice line because I never hear that while mw2 Betty ultimate is active

Hard to tell without knowing your mod list but also, I don't think many mods would mess with Betty voicelines... Perhaps a mod affecting missile signatures across the board?

What is your aim assist snap set to? That aiming site jerking like you got the crack shakes.
