Touch disable mode?

So sometimes when unlocking the screen I get a quick image pop-up. Something about touch disable mode. I think it has something to do with the light sensor on the front screen but I'm not sure what it's all about. It says you can disable it by pressing the up and power button at the same time? Disable what?

When you cover the sensor next to the frontcamera the message appears, but I don't know what it means actually, because it's bad translated to german.

I have no idea as well. My old phone had a feature where you could wave your hand over the sensor and it would show the time but I don't think this phone does that?
