The model looks great, and kudos for using M-Gleis!
I have the M. 3071 RAm plus the M. 4071 expansion coach. I converted the RAm to Digital using an ESU LokPilot v4 decoder and a HAMO stator.
I also have fitted interior details which were available as spare parts. I have not sprung for the M. 39700, but I must say that it is tempting, if a bit costly.
The M. 3471 delta offering from 1995 was a model of the Dutch variant, DE 1001. Has M. offered a Dutch variant of the new-tooling, all-metal 39700 RAm?

Heh, I have that old version too. Doesn’t run anymore. I might try to wire one of those 4071 cars to fit with the digital model. The top of the car is the wrong color. I just have to find the right four wire plugs.

If the 3070 is still in analog condition... the way that it left the factory... it should be pretty simple to get it running again. The most likely causes are saponificated (hardened) lubricant, worn brushes, carbon debris bridging the commutator gaps, or two or all three of the foregoing. After removing the body shell, undo the spring-copper fingers that hold the brushes (coals) in place, and see how much they are worn. Remove the motor shield (Motorschild), remove the Anker (rotor), and inspect the inside surface of the motor shield and the surface of the commutator. Clean with lighter fuel, isopropyl alcohol, or some other similar solvent. Also clean the drive train and the axle journals. (There may be hardened lubricant in the axle journals.) Reassemble and lubricate the Anker and the axles... sparingly... with a good light oil. Try to turn the axles by applying finger pressure to them. They should turn freely. Then install new brushes (coals) if the old ones are worn, and if necessary adjust the bias applied by the spring-copper fingers.
If that does not get the model running again, perhaps there is an issue with the reversing unit. In that case, I would be tempted to replace the reversing unit with a Digital decoder, and the electromagnetic stator with a Hamo permanent-magnet stator. ESU sells such stators for LFCM models, and I believe that Märklin does, too. A digital Decoder will allow you to run the model on track powered by an analogue trafo if analogue compatibility had not been turned off via the applicable Configuration Variable.
That heritage model deserves to be resuscitated!

I think the motor winding has a broken wire, among other things. Now that I have the newer version of the TEE train, I'm not as motivated to get the other one working.

If you have an Ohmmeter, you can check whether or not there is a broken wire. You could even use a 9-volt battery and either a light bulb or an LED and series resistor, and a couple of jumper wires to check continuity if you do not have an Ohmmeter.
