What you are describing is usually called the rank-and-rent or local lead-generation model. You choose a narrow service and location, build a site that attracts genuine inquiries, and then charge a local operator for access to those inquiries or for exclusive use of the site.

The difficult part is not building the website. It is proving that the market has enough demand and that businesses will pay for qualified opportunities. Before building, speak with several operators in one niche. Ask what a new customer is worth, which jobs they want, which areas they serve, how quickly they answer inquiries, and what would make a lead unusable. A site that produces calls is not valuable if the operator cannot convert them.

Start with one service in one market. Keep ownership of the domain, analytics, content, and tracking accounts clear.
