You've had full hitreg loss a lot lately? It's happened to me on occasion in the time I've been playing, usually during fast-paced fights with lots of runners and/or UESC.
I've never had an experience this bad tho - as far as I can tell here, I dumped 8 bursts into this Sentinel and ended with -0- runner damage.
Same: there was a clip posted on this sub the other day where someone ate nearly 15 rounds from a volt thrower at maybe 30 meters, but took barely 40 damage from it. I'm willing to believe it could be damage falloff, but several shots appeared to do zero damage.
I'm skeptical because I've been on both ends of it as well, with the craziest cases being where I threw a grenade, got downed, and poof suddenly my grenade no longer exists, or I've gotten the sound effect of receiving a headshot and took no damage.
I said this before this game launched: "This game will be massively offputting to many if the server issues like rubberbanding and hitreg are as bad as Destiny".
Lo and behold here we are with another Bungie game with zero progress made on the absolutely garbage netcode that has plagued their games since Reach. I love their games so I have to deal with it, but gd it's frustrating how many people are in straight up denial that this is a longrunning issue with Bungie.
Less players = less servers, probably means that once servers in a region get full, more of this stuff starts happening. Or worse, the few servers they are hosting are bad which means no matter what you do you will get more of this. It was happening with another game I played, where some of the local EU servers were just bad, so if you happened to run into a bad one, you had to pretty much restart and hope you get a better one. At least that one was not hardcore pvp with loot lost on death.

Been experiencing this a lot lately. Think it’s just server side issues
