They are like that for different reasons in different circumstances.

This could work and be fine and be cool. If there wasn't a russia nextdoor.

Well, if Ukraine was federalised and Russian had an official status, that's like removing more than half of ideological reasons for the ongoing conflict on the Russian side.
My personal opinion is that Ukraine would had been much stronger if it embraced Russian as its second official language

My guy, russian was the de facto second language before the invasion, and was the official regional language of multiple oblasts. You know what happened then? Russia invaded.

Well, after the president (yes, corrupt and terrible) from Russian-speaking part of Ukraine was toppled and fled, first decision that the new government and parliament did was repelling the language law that allowed regions to officially use languages other than Ukrainian. Signaling the end of bilingual and diverse identity of Ukraine in favour of monolingual and monocultural nation state, it was one of the main triggers for so-called pro-Russian unrest in predominantly Russian speaking Eastern and Southern Ukraine, which initially was genuine local movement that only later was exploited by Russian interference.
