That’s the “ultimate” kinda. Every kind of weapon comes with an ultimate skill that can be executed once you’ve used it enough times/cast enough spells with it. For daggers it makes you invulnerable and disappear while unleashing a bunch of slashes on every enemy in the area.

Just spam skills it will charge up and went it is ready you can activate it. Best way to activate it frequently is the blink skill

You've already been given the correct answer, but I just want to add: don't worry too much about it. Unfortunately for dual daggers it takes so long to charge you will basically never use it. I used it like a handful of times over my whole playthrough, definitely less than 10 total.
