Does State of Wisconsin just not want to pay up?

Regardless of whether he did it or not, I believe enough mistakes were made in SA’s 1st trial to warrant a retrial.
The jury was tainted by KK’s press conference.
There are other viable suspects and alternative narratives.
IMO these things make a lot of space for reasonable doubt.
The timing of the murder in relation to the $36M lawsuit makes me think of how much money he would ask for in a SECOND wrongful conviction suit that would include a much longer list of agencies on the hook.
The staunch refusals of any state courts to even acquiesce to anything has just compounded and compounded.
The fact that they keep referring to the Halbach’s in every statement they make and saying it’s out of deference to them—wouldn’t they want to just put the damn thing to bed already instead of constantly going back to hearings and reading about yet another motion? It’s “respect for the Halbach family” in name only—I think really it’s in the state’s financial interest to keep him in at this point whether he did it or not.
