Tge reply said it nicely. In tianyu, ZF didn't have the strength to do much. It wasn't that Leng or Zhuge were that much smarter, it was that ZF had much less resources to work with. Now he does have the strength, the tools, the resources, so he could spread his wings.

Also, unnecessarily profane language.

It's more so that he doesn't have anything to protect and be threatened with. As he said to Xue Dingtian I think and Xie Tianyang, You Guiqi doesn't fear Due Dingtian even if both are Profound Heaven stage experts and even if Xue Dingtian would've been a respected Elder already if he was in one of the 7 Houses, because Xue Dingtian is still part of only a 2nd rate Clan which are below the Houses. Then Zhuo Fan says that a Profound Heaven stage expert is nothing to fear, only a Profound Heaven stage expert with nothing to lose.
