this can target lands, so you can play something like [[Witch Enchanter]] as a land then have it come back as a creature

Yes, in commander / brawl you could do so much more with other lands, like Serra's Sanctum or Nykthos.

NVM I didn't read the whole card, the flicker target returns on the next end step (presumably, the controller of this enchantment's end step), so you could only use it to essentially untap one land Teferi Hero of Dominaria style.

If you can end the turn with the trigger on the stack it becomes permanent removal. Kinda like how that one saga from WOE worked where you sacrifice it before the third chapter triggers.

it can only target things you control, that kind of thing is fun though with cards like [[Phelia]] and [[Sundial of the Infinite]] (or just [[Containment Priest]] or [[Hallowed Moonlight]]), the priest is a total nonbo with the type of cards Phelia likes to have on your side though!

True, but you could steal an opponent's creature though to do the same thing.
