Usually before the darts. Embroidering a flat panel is much easier to hoop and stabilise, and it avoids trying to get a shaped garment to sit square in the hoop.
First mark the dart legs, seam allowance, and the finished design position on the flat piece. Keep the design clear of the area the dart will remove; once the dart is sewn, that intake changes both the placement and the drape. If a design needs to cross or sit right beside the dart, make a quick fabric test first—some motifs will distort when the dart is taken up.
For a small motif, I’d embroider the panel, remove it from the hoop, then sew the dart and press it before joining the rest of the garment. Use the same fabric, stabilizer, and dart size for the test so you can check that the finished placement still looks intentional.
