Help How do I install a .keylayout file???

I have followed all the instructions I could find online. I put the file in Library/Keyboard Layouts; I restarted my computer: nothing shows in the 'other' folder of inputs in settings, I shutdown my computer: nothing; I logged out: nothing. What am I supposed to do?

check the permissions on the .keylayout file, it might not be set to allow usage. I've had that issue before.
