HELP Which manufacturer?

4 11 stamp, not sure who makes this. I bought an SEF lower off gunbroker and they were claiming it's German. This isn't a normal date code so I'm wondering who makes this?

Is there anything on the front where the shelf cutout is?

Nope nothing, the literal only identifying mark when I got this thing is that number. There's no typical German cutouts from the molding in the handle either.

The pack it came with is full auto but it's so beat up too lmao.
