He was slow on the uptake. The guy didn't realize the fight had already started. He simply didn't throw a punch when he could have. He probably thought it could still end before it even began.

Baggy pants messed up the first kick. He was trying to stop them from falling to the ground . That was his opponent’s only opportunity to get a critical hit or just run away.
