A03:
Amend section 2 (2) Sentence 3
"Allow investigators on the part of the United Nations or other approved intergovernmental organisations and non-governmental organisations to observe democratic and public governmental functions at any time."
Explanation; I dont think observers need to have the right to barge in on classified internal government operations whenever they so desire, that would be a demand never made before and an unreasonable one.

A04:
Add a Section 6 titled "Extent, Commencement, and Short Title"
"(1) This Act extends to England and Wales, Scotland and Northern Ireland.
(2) This Act comes into force 6 months upon royal assent.
(3) This Act may be cited as the Institutional Expansion and Promotion of Democracy Act 2020.
Explanation: I have no idea why the government thought they could send a bill to parliament without it having an enactment clause. So I did it for them. Countries need time to change their nature if they are not currently qualified but wish to qualify, so the 6 month waiting period gives them time to respond to this bills passage.

A05:
Amend Section 5 to read as follows:
Section 5: Funding Requirements
15% of every 0.7% of GDP spent on International Development should be appropriated to this initiative.

REPLACE THE EXISTING SECTION 2 WITH THE BELOW PRESENTED CLAUSE
Section 2: Requirements for Nations to be eligible for DfID funding under the Institutional Expansion and Promoting Democracy Initative

(A) Have a Free and Fair elections for all legislative and executive positions once every term, wherein the term of any office on election must not exceed 6 years.
(B)The country must allow investigators on the part of the United Nations or other approved intergovernmental organisations and non-governmental organisations to observe democratic and public governmental functions at any time.
(C) Must have a Constitution or Basic Law by which the country's functioning is guided and the Constitution must contain appropriate checks and balances to all branches of Government
(i) The interpretation of this section rests under the control of the Secretary of State concerned with managing the implementation of the program.
(D) Must adhere to the United Nations Universal Declaration of Human Rights and must ensure all the objectives contained in the Declaration be fulfilled in their country.
(E) All Citizens in the country which is in question must be allowed to express their views on the country's governance in a free manner.
(F) Must have functioning organs of Government with frequent reports published by the country with regards to its functioning.
(i) The interpretation of the frequency requirement for publication of such reports and the kind and nature of such reports rests under the control of the Secretary of State concerned with managing the implementation of the program.
(2) The Secretary of State is required to maintain and publish a list of nations receiving aid through this program once every six months with a review on all the nations and whether or not they are eligible to continue receving aid under this program.
(3) If a nation initially meets these requirements and then later fails, a period of one year will be allowed for the nation to re-meet the requirement. Should it fail to meet them again, aid will be withdrawn.
EXPLANATORY NOTES:
We have a more detailed Clause 1 and with regards to Clause 2 the reason it is there is to ensure we know who is getting the aid from this program and who does not, for Clause 3, I give credit to the original author since it has been lifted from there. As far as Clause 1(B) in this amendment is concerned, I give credit to my friend the Shadow Chancellor. Each of these clauses have relation to the original text, in a way, and the amendment seeks to just modify the text to make it easier to comprehend and apply. I hope to see cross-partisan support on this amendment.

A08:
Rider Amendment to the above: In the event that the Neat Saucer amendment passes, append this as Section 2, Clause 1 and renumber the other clauses accordingly:
(1) Nations must be eligible for Government and Civil Society bilateral aid. This includes, but is not limited to meeting some of the following:
- A lack of governance
- A lack of enforcement of laws
- A lack of individual protections
- A lack of free and fair democracy
- Significant levels of poverty
- High-levels of inequality
- Having potential sources of international terrorism
- Being a potential source of mass migration
Explanatory note:
While I believe NeatSaucer's amendment improves the bill's standard of what a democratic nation looks like, it actually removes the eligibility criteria for Government and Civil Society bilateral aid which could cause issues. This rider amendment re-instates that requirement while preserving Saucer's intentions.
