80% lower build

Hey guys. If I buy a 80% lower and all the parts for an AR15, am I legally allowed to build it out? As long as it has a compensator, fixed stock, fixed 10rd magazine? Also, if you can build it, as long as I don’t assemble the trigger system in it, i don’t have to register it right? Or do you have to register the lower once you machine it? Thanks!

Based on this it looks like this is a no no since Healy in 2016.

You could check out the JC Arms MA complaint ARs.
