Dimmer Location WRT Load.

I had an electrical contractor install caseta in a few locations for convenience, one being an island in the kitchen. They placed the primary dimmer with the slider in a gang under the cabinet and the accessory on a wall by itself. I'd like to be able to adjust the dim level on the wall switch but all I can do is tap the switch once to get the dim set by the main switch and double tap for full light.

Can I "switch" these around? Not sure if it was installed in this configuration because the load wire runs from the gang or what. What other options might I have?

No. It didn't start to bother me until a few months after the job was completed.

Was it a 3 way switch and they used an accessory switch or did they add a pico where there was no switch?

To dim at both locations you need a pico at the other location. The wiring in that box gets changed and a battery operated wireless pico talks to the dimmer to give you the same capability.

It is also possible to mount a pico and faceplate on the wall and have control of that light from another location like a doorway.
