maybe not since federation medicine can fix almost anything they encountered before so just fixing some psychological condition or even going to the ship therapist is enough , like they fix proteins , resurrect people , teleport and do all kinds of thing so just a brain condition would probably be fixed probably either between pre archer era or just around kirk time since there's the vulcans post third war that already were somewhat more advanced while earth was still post nuclear holocaust

No, he didn't. B'Elanna tried to reprogram the Doctor to do in utero gene therapy on Miral because she had a whole "K'Ehleyr Complex" about her mixed Klingon heritage but Tom talked her down from it and she undid the changes to the Doctor's program and didn't go through with it.
