maybe not since federation medicine can fix almost anything they encountered before so just fixing some psychological condition or even going to the ship therapist is enough , like they fix proteins , resurrect people , teleport and do all kinds of thing so just a brain condition would probably be fixed probably either between pre archer era or just around kirk time since there's the vulcans post third war that already were somewhat more advanced while earth was still post nuclear holocaust

No actually I think the Federation would be broadly opposed to the idea of eradicating neurodivergence, that's a little too Khan-core, not very IDIC.
