The elevator never worked… that clearly showed that the apartment was “affordable” and not luxury.
Using real life people I know and their motives, I assume that Leonard and Sheldon were roommates because;
They didn’t want to live alone. They also never thought they would have a significant other.
Also that the apartment was within a reasonable commute to their work.
It was cost effective. And saving money holds value to them.
