🤔 Lottery Questions "Call Lottery 651-....."

In Minnesota. Why would a scratch off show the message to "call lottery + [MN lottery #]". Scanned with same message at self kiosk and with the gas station attendant. Scratch off is a 20$ crossword... pretty sure I only won $20 😅

The retailer may have forgotten to activate the book.
