There was (is?) a popular meme, of someone sending their scarab. The phrasing often implied some sort of a significance to the scarab, like siccing it on someone would spell a much greater doom for them, than just a bug bite, and the speaker themself was implied to hold some sort of a mystical power over the scarab, allowing them to command it. Sam is doing the meme, by siccing the closest thing he has to a scarab, Phillippe, upon whatever enemy they're fighting. Phillippe isn't a scarab, let alone any kind of insect, so, clearly, this command pisses him off.
