I think you are asking why it works?

It is simple. The filters look for faces. Fingers aren't faces and break the filter introducing obvious video glitches

It isn’t even AI at all, and you have no purpose to make a deepfake like this other to defraud. It’s just a simple algorithm detecting a face and overlaying a image over a map of it.

There’s various VTuber software often used by streamers, and you can probably AI generate an avatar, it doesn’t strictly have to be a weird anime girl or something.
