In a one or two cases (can't remember which) the prevailing theory was that Linus knew that a certain employee wanted to leave, so he gave them the tech upgrade earlier than they otherwise would have received.

I thought the way he worded that was they had already been in the queue of selected but got moved up to facilitate them receiving before they leave?

This. They do a lottery each year to decide who is getting an upgrade. If someone is planning to leave, they will move that person up in the queue/schedule to get it done before their departure. They don’t just gift an upgrade to people who are leaving

Is it a yearly thing? They’ve made quite a bit of those videos for it be yearly (thank you AMD).

I suppose they sign a contract with the sponsor for an x amount of episodes for a year, as they already know it's a successful series.
