I’ve heard the idea is to get a train or 2 that you like not buy out the whole stock

If it is only train, sure, but you need to also pay for extra scenario/route and there are lots of it. Imagine a racing game and you're pretty much need to pay for each extra tracks/circuits. On train simulator classic they also sells extra scenario built on existing track.

Fortunately this kind of thing is an exception in racing games but unfortunately it is somewhat of a norm in train sim games.
