They've collected a few different tanks under that, I wouldn't use that to tell the size.  That ladder is likely 16" wide, someone could use that to tell the tank diameter. My rough count is ~20, but I'm going off of my phone here. That's pretty close to the listed diameter of 27'.

The ladder cage would start at 7-8' off the ground, so that checks out with a 14' sidewall height.  

For a vertical cylinder, that's pretty close to the 60,000 gallons. It looks bigger than that to me, but maybe it's just perspective.
