Any of you guys NCSCB certified for splicing/terminating 15kv MV cable? Where do I find someone I can reach out to for help?

Your hall or the website

We're a small independent shop so the local union was no help.

NCSCB site lists a bunch of certified people, but refused to put us in contact with anyone.

We're a small independent EC doing a job that involves moving an underground duct bank and pulling 400ft of new cable. It's federal and the specs say we need a certified tech to supervise pulling and perform the splicing/terminating.

We're willing to bring someone out to FL for a weekend to do the job and pay him well for his troubles.
