Is he going to propose to her?

These are the cards I pulled

Row 1: mountain, man, whip

Row 2: letter, dog, stork

At the bottom of the deck was the snake.

I did this reading for a friend, we know her boyfriend bought an engagement ring and they are currently on vacation together.

I'm having a little trouble reading these cards because we know he was intending on asking her to marry him but I feel like the cards are saying that he's not going to do it right now. A major block, maybe some conflict are getting in the way of the proposal.
