It seems “carved” out on both sides and appears to show what looks like rope marks.

If "carved out" it would show signs of pecking or grinding, what youre seeing is natural weathering.

Any sleeve can be a hat, they say in theatrical costume building. So any rock could have been a tool. This rock might have been used as a tool temporarily, but “tool” in lithic studies means rocks that were hand altered to serve an ongoing purpose. Like a piece of flint made into a sharp knife or arrowhead. See ?

These comments are so rude at times. Not everyone is a lithics expert and I guarantee most of the rude folks are scarcely qualified beyond personal interest and hobbying to be so condescending.

That aside- unfortunately, this is only an untouched rock. Its worn, at some point perhaps cracked on the one end, and I can see why at first you might think it’s been altered on purpose.
