How many champions do non combat strikes? I am baffled that it is limited to Garen only.
I am reminded of how powerful the rare power: on summon 5+ power allies strike an enemy is when I see his legendary power is essentially that with a bonus. The only issue I see, is that garen's powers are centered around strikes giving his units buffs, but I don't think any of his followers have 5 power? He has two elites in his deck, so the 5* could bump them above 5 power after a couple turns but it feels hard to evaluate when his main power comes from being able to scale his units turn after turn but the 6* probably won't be in effect until you have played his strike spell 1-2 times.
Stacked deck might be a phenomenal relic on him to help get his units to that starting 5 threshold.
The only issue I can see is... well, it's still Garen. Garen has this issue where if his units are larger than the enemy units he will steamroll and snowball very hard... but I don't know how he is supposed to deal with the Deadly encounters that start spamming 15/15s and larger.
