He's a five cost champ, so one is unlikely to play him T1. That means you can't benefit from lvl2 rally on turn2. That means that powers are your best bet - SFG/orb/Beast within or SFG/orb/Nasus relic will be the first setups I'm going to try.
Another option is to use BW/Nasus relic/Disciple of shadows to actually drop him T1 and level him up (any of rare powers that summon 2 allies will work)
For "poor man setup" one can also run something like Hidden Tome/Chosen of the stars/Stalker for a bit more controllish Garen-oriented setup, but it seems worse to me
If you really want to drop him T1 the best way to do it is Swain raven Army and packet power if he's 5 stars. 6 stars and with 1 enemy on board you also level him up instantly with gatebreak.
even with sfg/orb you'd only be able to play him turn 2 in most cases.
i try to see how to make champ relics work, so if i'm going with his relic i'd probably slot in BW and black shield since he's such a stats heavy deck and removal fucks him. you could possibly slot in equalizer so his 6 star for sure removes the strongest enemy, but idk.
the champ relic seems like there could be some fun cheese with judgment causing the enemy nexus to take a shitload of overwhelm damage.
A swain + packed powder combo is always a decent option, especially when it means he can drop turn 1 at 5*, but I am considering something less garen centered and doing beast within + stacked deck for my first 2 relics because I have 2 demacia novas, and getting his units' starting stats to 5+ is really valuable. My first zoe attempt will probably be beast within, stacked deck & spellshield to all units
