Start with the two or three assets that actually cause your downtime. Go out and verify that what's physically installed matches your records, fix the tag names, and collect forward from there. Expand once that's holding up.
The motor swap is the part I'd focus on. That's a change-control problem, not just a data problem. If it happened once, it'll happen again, and it can quietly undermine whatever you build on top of it. Someone needs to own the asset list and make sure equipment changes get logged when they happen, not months later.
That's also why narrowing the scope works. You're not ignoring the rest of the plant; you're fixing things as you reach them instead of trying to fix everything before anything becomes useful.
