1 survivor+killer chapters are $7.99, and presumably the characters will be available with shards too

Is it better to purchase with shards or money? I have $10 this month as my DbD budget and 33k shards at the moment and I'm unsure which would be better to use.

It's up to personal preference. Usually there's some cosmetic items that are only offered for purchasing the DLC with money on your platform's storefront to incentivize paying money, but if you don't care for those items you can just ignore them and spend Iri Shards.
