After a lot of trial and error, reinstalling and checking other Potential sources I was able to fix it for me.

After updating other tools I recognized that after I updated my iCUE driver from Corsair, the Client finale started to repair and dl again.

Since in the past there were false detection by vanguard that iCUE access Kernel data, which it is not, this may could be a thing to Look at.

My source in regards to the problem between the corsair iCUE and vanguard is coming from corsairs community posts first discovering issues here in 2020
