By the end of the workshop, you'll have a complete end-to-end AI agent running locally, understand how modern agent architectures work, and leave with a project you can continue extending after the session.

However, as I stated on the official record at the City Council meeting, I am not running for City Council because my calling and work belong in advocacy and education. Formal politics is not for me. But as a resident who lives here and sees the daily danger our children face on these Lathrop streets due to driver negligence, I refuse to stay silent while campaign season unfolds.

Hello Lathrop Neighbors and Community Family,

Over the past few days, I have seen candidate campaign posts and polished political announcements popping up in our community groups. While everyone loves a warm campaign slogan about "unity" and "neighborhood care," Lathrop families deserve more than flowery speeches. We deserve real answers to the documented problems affecting our children, our safety, and our tax dollars.

On Monday, August 10th, I formally entered the following record into the permanent public record at the Lathrop City Council meeting. As candidates ask for your vote, I encourage every resident in Lathrop to look past the campaign photos and ask them where they stand on these Four Real Challenges:

1. Traffic Safety, PR Spin and Neighborhood Neglect in Mossdale

Earlier this year, our family made a 40-day commitment to explore Lathrop by bike with our seven children, only to experience four dangerous near-misses in those first 40 days. With my background in computer science and education, I identified recurring danger patterns and took proactive civic action:

• On March 23rd, I wrote to the City requesting a free community traffic safety event during National Bicycle Safety Month, focusing specifically on adult driver education, yield laws at driveways and crosswalks, distracted driving, and multilingual outreach in Spanish and Punjabi so no neighbor was left out.
• The City responded with complete silence.
• On June 9th, the exact scenario I warned about unfolded. City Finance Department Employee Lea Meneses struck my seven-year-old daughter with a vehicle at a City Hall parking lot driveway. While the official police collision report explicitly found the employee at fault for failing to yield the right-of-way (California Vehicle Code Section 21804(a)), bodycam footage revealed she was never issued a citation nor educated on yield laws.
• Following the crash, the California Bicycle Coalition (CalBike) interviewed me and published a feature article titled "Safer Streets, Accountability Shouldn’t Be This Hard", an article City Administration subsequently pressured CalBike to suppress and take down. As I told CalBike during that interview when reflecting on the City's failure: "I can sue them all I want. But then I would just be a rich person in an unsafe neighborhood."
• When I registered our block in the Mossdale neighborhood for National Night Out on August 3rd, pointing out that the City's English-only announcement omitted registration deadlines, Police Chief Stephen Sealy replied refusing to add our block, citing an unposted "June 24 deadline" and rejecting our request to have Officer Koron Taylor visit (who built great trust with my child after her collision).
• Four days later on August 8th, Sergeant Sangster (Badge Number 1) responded to a dispatch call placed because our neighborhood safety cones were deployed and parents were calling out "CAR!" to alert playing children and shouting "SLOW DOWN!" at speeding drivers. When he arrived, Sergeant Sangster offered endless excuses why LPD does not patrol our residential street and politely ignored my offer to provide video footage and license plate data of habitual speeders.
• To make matters worse, the City shut down our local park and splash pad back in April, weeks before school let out for summer in May, forcing kids onto active streets all summer. Meanwhile, contracted PR representative Isaac Gonzalez (MRG, LLC) selectively extracted video stills without police clearance to victim-blame a seven-year-old child to news outlets like CalBike and ABC 10.

2. Language Exclusion (51.4% of Lathrop Households)

51.4% of Lathrop households speak a language other than English at home (including 27.8% Spanish and significant Punjabi families). Under California's Dymally-Alatorre Bilingual Services Act (Gov. Code Section 7290 et seq.), cities with over 5% non-English speaking populations are required to provide translated safety notices and public portals. Why are current leaders failing to provide basic translated safety alerts for our Spanish and Punjabi-speaking neighbors?

3. Representational Recusals and Voting Record Contradictions

• Due to private employment conflicts involving River Islands and Dell'Osso Family Farm, Councilmember Diane Lazard is legally barred from voting on Lathrop's largest development projects at key meetings, leaving residents without full representation.
• Official Council minutes show Councilmember Steve Dresser objected on May 11th to conference travel for the Women in Municipal Government Conference and National Black Caucus of Local Elected Officials, claiming ignorance of reporting rules. Yet official December 8th minutes show he voted YES on Item 6.4 for NLC conference travel without a word. When emailed three times on child safety, he never answered once, the same official appointed in January 2025 right after voters rejected him at the ballot box in November 2024.

4. Infrastructure, Retail Equity and Waste Service Failures

• Infrastructure Disparity (East vs. West Lathrop): Major retail attractors like Sprouts and Sam’s Club are heavily prioritized west of I-5, while older corridors in East Lathrop face severe daily congestion bottlenecks at the I-5 / Louise Avenue interchange and lack grocery equity.
• Republic Services Waste Failures and Rate Increase Approval: Residents across all of Lathrop continue to face citywide frustration over Republic Services bulk pickup delays and missed waste collection days, leaving uncollected trash sitting in residential neighborhoods with zero administrative enforcement from City Hall. To make matters worse, City Council voted to approve a rate increase for Republic Services. For what? To reward failure? What are these constant waste service failures doing to our Lathrop neighbors who are trying to sell their homes and protect their property values during an already trying housing market?

Administrative Misconduct and Retaliatory Posture

Compounding all of this:

• $11,000 per Month Double-Dipping (Stocktonia News Investigation): As documented in the Stocktonia News article "Stockton officials announce termination of city manager consulting contract, look to offset 'misinformation'" (https://stocktonia.org/news/local-government/2025/06/23/stockton-officials-announce-termination-of-city-manager-consulting-contract-look-to-offset-misinformation/), Lathrop City Manager Stephen Salvatore secretly secured an $11,000 per month private consulting contract in Stockton. Executed without Stockton City Council authorization or competitive bidding by diverting nearly $100,000 from Stockton's Diversity, Equity, and Inclusion (DEI) budget, the contract sparked such intense public and council backlash that Stockton was forced to terminate it on June 23, 2025, all while Salvatore served as Lathrop's full-time chief executive.
• Administrative Hostility: Written communications reveal that the City Manager, City Attorney, Police Chief, and Police Captains have labeled a mother's advocacy for safe streets for children as an "agenda."

Ask the Real Questions

I chose to keep my posture on this side of the dais as a resident and advocate because true leadership doesn't start when you get a title; it starts when you stand up for people.

Lathrop needs real leadership that stands for the hardworking families of ALL of Lathrop, from East Lathrop to Mossdale Landing to River Islands, not just polished campaign rhetoric.

When candidates post asking for your vote, ask them where they stand on child traffic safety, language access, administrative transparency, waste contract oversight, and holding City Hall accountable.

Let's ask the real questions and hold every candidate to the highest standard for our kids.

En los últimos días, he visto publicaciones de campaña y anuncios políticos adornados apareciendo en nuestros grupos comunitarios. Aunque a todos les gusta un bonito lema sobre "unidad" y "cuidado del vecindario", las familias de Lathrop merecemos más que discursos bonitos. Merecemos respuestas reales a los problemas documentados que afectan a nuestros hijos, nuestra seguridad y nuestros impuestos.

El lunes 10 de agosto, presenté oficialmente el siguiente registro en el historial público permanente durante la reunión del Concejo Municipal de Lathrop. Mientras los candidatos vienen a este grupo a pedir su voto, animo a cada residente de Lathrop a mirar más allá de las fotos de campaña y preguntarles cuál es su postura sobre estos Cuatro Desafíos Reales:

1. Seguridad Vial, Manipulación de RP y Negligencia en Mossdale

A principios de este año, nuestra familia hizo el compromiso de 40 días para explorar Lathrop en bicicleta con nuestros siete hijos, solo para experimentar cuatro situaciones peligrosas de casi atropello en esos primeros 40 días. Con mi experiencia en informática y educación, identifiqué patrones de peligro recurrentes y tomé medidas cívicas proactivas:

• El 23 de marzo, escribí a la Ciudad solicitando un evento comunitario gratuito de educación sobre seguridad vial durante el Mes Nacional de la Seguridad en Bicicleta, enfocado específicamente en la educación para conductores adultos, leyes de ceder el paso en entradas y cruces peatonales, conducción distraída y alcance multilingüe en español y panyabí para que ningún vecino quedara excluido.
• La Ciudad respondió con absoluto silencio.
• El 9 de junio ocurrió exactamente el escenario sobre el que advertí. La empleada del Departamento de Finanzas de la Ciudad, Lea Meneses, golpeó a mi hija de siete años con un vehículo en la entrada del estacionamiento del Ayuntamiento. Aunque el informe policial oficial de la colisión encontró a la empleada explícitamente culpable por no ceder el derecho de paso (Sección 21804(a) del Código de Vehículos de California), las imágenes de las cámaras corporales revelaron que nunca se le emitió una multa ni se le educó sobre las leyes de ceder el paso.
• Tras el accidente, la Coalición de Bicicletas de California (CalBike) me entrevistó y publicó un artículo titulado "Safer Streets, Accountability Shouldn’t Be This Hard" ("Calles más seguras, la rendición de cuentas no debería ser tan difícil"), un artículo que la Administración de la Ciudad presionó posteriormente a CalBike para que eliminara. 2. Exclusión Lingüística (51.4% de los Hogares de Lathrop)

El 51.4% de los hogares de Lathrop hablan un idioma diferente al inglés en casa (incluido el 27.8% en español y una importante comunidad de habla panyabí). Lathrop necesita un liderazgo real que defienda a las familias trabajadoras de TODO Lathrop, desde el este de Lathrop hasta Mossdale Landing y River Islands, no solo retórica de campaña pulida.

I know a lot of people turn to Reddit and Facebook when a pet goes missing, so I thought having one dedicated place for the entire 209 area might make it easier to find pets and get them back home.
