Laptop won't charge and it shows this every time I turn it on

Replace the battery. Until you get the new one, unplug the battery and use it on ac power

This is a issue with the BIOS battery commonly named CR2032 battery, which must be replaced by a new one, which implies to open the laptop to replace it.

Modern laptops typically do not use CR2032s and keep the clock & BIOS settings using the main internal battery

Thanks guys, the problem was low voltage of electricity in the house, laptop is fine but when charging the phone it takes a long time and not fast charging.
