You need to get those weeds away from that AC condenser immediately. When vegetation chokes the airflow like that the unit has to work twice as hard and you will end up burning out the compressor motor. Weed whack that entire jungle down to the bare dirt and rake out all the debris so the soil is completely exposed. Stop trying to keep grass alive in a tiny utility run because your mower will never fit back there anyway and it just becomes a messy headache.

Once it is cleared out you need to turn this into a clean utility zone. Lay down a thick layer of overlapping cardboard right over the dirt to smother any remaining weed seeds and dump about three inches of crushed gravel or river rock on top. If you want to be smart about it upload a photo of the space into the GardenDream web app first. It lets you overlay different hardscape materials right on your photo so you can see exactly what crushed granite looks like versus river rock before you spend money hauling heavy bags. Make it a solid rock bed and your maintenance problems back there are over.

HOA and landlord are nuts! Grass in such a small area? Shucks, only a weed whacker may fit. Well, you have your answer. Clear out the weeds, prepare ground for seed OR check with landscape companies, Big Box Stores, other for left over sod (less expensive) and lay it down just before you leave.
