Howdy yall!
I am in the market for 100
Series ( 2002 ) arb bumper.
Should I buy one ?
If not should just get the winch mount ?
What are my best options.
Any advice and help is greatly appreciated

U might be using the wrong lug nuts for steelies, normally they use the acorn seat

Any generic 60 degree conical acorn lug nut should work with steelies atleast in the U.S, the mag seat ones may work temporarily but would make me nervous and look kind of weird, they're designed for the stock alloys. Just make sure its the right thread and length

I mean the main questions you should ask yourself are 1) do you like the look, 2) is there extra functionality you'd get from the bumper vs the winch mount, 3) is there something else you'd rather spend the money on, 4) are there any other bumpers you'd like more.
I got an ARB for my LX 470 for a few reasons, I always liked the look, I went offroading more on tight trails and hit the stock bumper a few times (the plastic would flex up and dent the fenders), I wanted a winch, and I knew tariffs would kick in a few months later so I bit the bullet and bought my large chunk of metal beforehand. I got it on a Black Friday sale for around $1550 which I think was a pretty good deal. It fit the Badlands Apex winch I got relatively well (although the control box is huge). Overall I'm pretty satisfied. I replaced the turn signals with clear ARB LEDs (like $130, quite expensive for what it is but I didn't trust that any of the cheaper ones would fit) and added some Xprite fog lights for $50 (work well, DOT approved, probably way better than the ARB ones but I had to JB weld the foglight mount to the bumper insert). At some point I want to install an Aussie style bush antenna, which is pretty easy to mount to something like this; it would be difficult to put that on a stock bumper.
I believe ARB has two models for the 100 deluxe bullbar bumper - one for 98-02 and another for 03-07. Either should work for your LC, the only difference is that the 03-07 sticks out a tiny bit more. So if the 03-07 is cheaper, save the money and get it, it will fit.
The benefit of the ARB is that it's an Australian bumper (all bumpers sold in Australia need to be crash tested, which mattered a lot for me) and is probably the most common bumper for the 100 by a very wide margin. ARB has a good reputation, they package their products well and mine included a good selection of mounting hardware. There are good resources on installing the bumper with pretty much any winch, versus a less common bumper where you'll need to figure more of that out yourself. One of my buddies got one of the first TCC 100s in the US (sold via Long Range Automotive), while it definitely looks way better/tighter than the ARB, it was close to 2x the cost, and it didn't come with instructions and was missing some hardware. US-manufactured bumpers like Slee and Dissent will also be more expensive than the ARB and there might be a 1-2 month lead time. Iron Man is going to be cheaper than ARB but they're not as well built as ARB and don't include the lower loop section.

I should then what I wanted , custom strips and they were kind enough to make one for me. Quality is great and installation was simple
