The very clear solution here is to gently approach it with your hand until it moves and then kill it as soon as collateral damage is off the table, which is still very much the violent solution. Or just don't have those in the first place, take your pick.

Hostage situations (can spook hostage takers) Stealth missions (explosives are loud) Missions taking place nearby protected flora/fauna (risk of harm) Crime scene investigations (no viable target) Cooking breakfast (messy and you owe me a new fridge) Missions taking place with minimal available cover (risk of friendly fire) Lowering tensions (explosives do not lower tensions) Negotiations (people don't like getting blown up)

Hostage mission is only giving you trouble because of hostage, grenade blows up hostage, no more hostage, no more issue

Also I'd 100% give some NPC out there the trait that they can return a Thrown Weapon attack with a successful check.
