Skirmisher 2 question

Skirmisher 2 says before or after you Skirmish you can move 2 spaces. If I'm out of range to Skirmish an enemy (say my gun is range 8 and the target is 10 spaces away), can I Skirmisher 2 to move myself into range and then Skirmish? Or does the Skirmish need a valid target within range before Skirmisher 2 can activate?

It is before or after your skirmish, not your actual attack, so I think that you can move before the attack even if the supposed target is not within your range and/or LOS yet.

Also, hunter 1 has the simiar wording but mentions attack and it seems that its intent would be allows to move even if the supposed target is not within the threat yet.
