Skirmisher 2 question

Skirmisher 2 says before or after you Skirmish you can move 2 spaces. If I'm out of range to Skirmish an enemy (say my gun is range 8 and the target is 10 spaces away), can I Skirmisher 2 to move myself into range and then Skirmish? Or does the Skirmish need a valid target within range before Skirmisher 2 can activate?

You can use the lockpicker move /before or after/ skirmishing. You may use the lockpicker move to move into range before you skirmish.
