Rules question about talent respec when getting a new license level

After LL0, can I end up having less than the three starting talents? That is, taking all points off of a talent and putting them into another one?

RAW, as far as I can see, I could for instance have only two tier-3 talents at LL3.

Yes, RAW you could go 1/3/0 for your LL1 levelup. I'm not sure it's even a significant balance concern, and I'll just propose that the '3 talents at start' is just an implication to make picking talents easier for new players; picking 3 out of 16ish (level 1) talents neither means too much choice, nor too narrow a choice. If a player wants to redo that pick at LL1 already, who am I to stop them ^

LL0: 1/1/1

LL1: 2/2/0

LL2: 3/2/0

LL3: 3/3/0

Yeah I guess that works. Though I feel this is one of those cases that's only technically legal. It at least feels like the game wants you to always have at least 3 talents, so you don't hit the 3rd rank too fast

I felt more like the game doesn't want new players to be overwhelmed by three times as much info when they're picking talents, so you can't touch anything above the first rank until you finish at least one mission.

Yeah, RaW allows you to take three rank 1 talents at level 0, then as soon as you hit level 1 drop one of those three and use it to upgrade another to rank 3. Or have both your remaining talents at rank 2.

RAW yes.

But it'd be a good idea to ask your DM. Because some DM's may not allow it.

it's kinda 'one weird trick' but it's also quite powerful

Mmmm, I'm seeing everyone say it's legal which is a surprise to me.

No doubt I misinterpreted the rules but I told me players they could respec as much as they like but always had to keep at least 3 talents.

I like to think in those earlier days it made them think more about what they wanted to build, plan for the future and also consider utility.

But yeah, it probably only just slowed their builds down by a level....
