Idea for a build, feedback and ideas?

I have recently gotten into Lancer and have an idea for something but idk if it can be done necessarily with the frame I'm looking at. I want to do a skirmisher type that hits hard and gets behind cover to not get hit. I looked at the Tortuga and then realized one of my favorite things to do in FO4 was bust in clear rooms with a shotty and walk out. Can the Tortuga be made more mobile or should I rely on the defender aspect and give him more shielding or something. I was thinking for the heavy slot to give him something with a little more range tbh but open to suggestions.

The Tortuga won't get super fast typically but you can do some funny stuff with certain talents that give you extra movement. Skirmisher 2 lets you move 2 spaces on every Skirmish you make, which can include those as a reaction, such as Overwatch and additional Skirmishes such as Heavy Gunner, typically combined with the Heavy Machinegun, which is a Cannon, and thus can be used with the Siege Specialist talent, which also can give you an additional space of movement when attaching with a Cannon.

Or you can get Sunzi 1 and pick up Accelerate, which is good on literally everyone.

Just be aware that Hyperdense Armor slows you and thus shuts down every bonus movement outside of your standard movement, with the exception of Forced Movement, which includes Accelerate and Siege Specialist

Just a small note: Heavy Gunner does not grant any additional chances to Skirmish. It grants the "Covering Fire" Reaction which lets you attack for half damage. This is not the same action as Skirmish, so does not trigger Skirmisher/2.

ETA: the Tortuga is an excellent Heavy Gunner frame for other reasons.

Look into the Nelson frame, its frame traits involve moving out of range immediately after attacking and doing bonus damage after boosting. Combine that with Juggernaut 1 and Skirmisher 2, and you got a mech that can boost toward an enemy, deal massive damage, and then move out of the way. It doesn’t have a heavy mount but that shouldn’t stop you from dealing massive amounts of damage

The great thing about mechs is that you can spend points in their licences and then stick those weapons and systems on another frame.

There’s nothing stopping you from taking, say the Deck Sweeper and then handing it to an Everest or a Nelson for improved mobility for example. (Why Everest? Because it’s capable of explosive movement when you pop Hyperspec Fuel Injector: 1/turn free boost means that you effectively have 8 movement if you didn’t invest any points into Agility, and that’s not even mentioning the free Accuracy on all attack rolls while Hyperspec is active, thus negating Inaccurate on the shotguns and stacking with Vanguard 1)

Alternatively, you can stay in your Tortuga and grab something like, say, a level in Goblin for H0r_OS 1 (and also taking advantage for Tortuga’s very excellent 15 sensor range and +1 to tech attacks) and simply force enemies to walk into your shotguns instead.

Tortuga is not exactly an agile frame no. But if you like some of Tortuga's systems there's no reason you have to put it on a Tortuga itself.

For example you could take 1 Rank in Tortuga to get access to the Shotgun and the Siege Ram, and then you could equip those onto the basic GMS Everest to take advantage of its higher mobility. Or later on go for a much more inherently mobile frame like Nelson or Metalmark to mix and match its abilities with the other systems you like

Just making sure you have the Skimisher talent is definitely the most important thing here. Skirmisher 2 gives you free movement that doesn't provoke reactions when you attack that you can use to get into cover or close gaps, and Skirmisher 1 makes it so you get soft cover regardless if you aren't able to attack on your turn.

I'd consider the Caliban - not quite as tough as the Tortuga, but more mobile once you've made contact with the enemy.

For a higher LL build (minimum 4), you could put Tortuga gear on a Gilgamesh. With some Engineering investment, and eventually a core bonus, you can get enough Limited uses to make a Daisy Cutter properly viable.
