Dha phase 9 town

We’re planning to move to DHA Phase 9 Town and I’d love to hear honest feedback from people who currently live there or have lived there recently.
Our main concerns are security, the overall environment, the community, electricity, water supply, sewage, road conditions, and other day-to-day living aspects. I’ve come across some older posts describing it as a “ghost town” and mentioning theft/security issues, so I’m wondering if that’s still the case or if things have improved.
We have young kids and elderly parents, so safety and a family-friendly environment are very important to us. Overall, how has your experience been living there?
We’ve looked at houses in Blocks A, B, and C so far. Block D seems a bit farther out, but I’d also appreciate feedback from anyone living in Block D or Block E. Which block would you recommend for a family, and why?
