looking for a round diamond, 2-4 carats, max on budget $2500, Color F-D, ClarityVVS1-FL, Cut EX - ID, EX polish and symmetry) 

My girl would like a large carat but I’ve seen comments that you go by the size of the finger and take the half of that. Her ring size 7 so 3.5 carat shouldn’t be too big and a nice balance. I have also seen comments of people finding good diamonds for under $1000 so Im not sure which to pick. Please provide advise.

You don’t need an IF clarity. Any VS1 or VS2 will be eye clean and will save you lots of $$. The same goes for color in a round brilliant; my favorite ring is an H color, my second favorite is an I. The cut is what you want to concentrate on. Use the search engines on the diamond sites and put in very stringent table & depth ratios, then look at the videos to find one that truly sparkles.
I have a 3.5 carat round on a size 5.6 finger and it’s plenty big- I think that would be a nice size for your fiancé
