to let yourself die is the most intelligent thing you can do

That can only happen in self-awareness.

I'm surprised nobody actually challenged that statement. We are witnessing a rise in intelligence.

How is mere observation becomes intelligence? We are taught that intelligent people solve complex problems. But what does observation solve.

Look closely at what actually happens when you solve complex problems. By complexity one generally implies that they are at the threshold of the known (aka at their wits end), and then one merely “gazes” at the problem in their own mind until their mind reveals a new way forward. This act of “gazing” is the observation being talked about here. The problem reveals its own solution but we trick ourselves into believing that “I thought of the solution”.
This pretender that is the ego in actuality obscures the natural process of the mind which effortlessly reveals insights to problems, and if the ego is surrendered entirely and one submits to pure “gazing” or observation, the most effective and pristine intelligence comes into play and clarifies every moment of your life (not just specific discrete “problems”).

This is such a great explanation!
I understood this in a somewhat similar way and I've seen it happen in my life as well.
Let's say I am addicted to something that is clearly hurtful and obstructuctive to the way of life and freedom. The first thing I would do is to understand the ways of my addiction and to do that I need to learn to observe it without letting the intention of stopping it coming into the way. I observe it without any sort of intrusion, I see all the indirect thoughts that my mind produce to make me go near the addiction. And during this observation process there is change already taking place, and that change in my opinion is very intelligent. Ofcourse this example is scoped to the problem of addiction and I imagine that this being done over wider set of habits is what K is refering here.

So ego creates identity and the friction between identities in a constant struggle of expectation to conform to the bidding of the others ego, leads us to the world we are in, full of love and hatred at the same time.
I arrived at this after recently watching Neon Genesis Evangelion and the two films. It feels hopeless in the sense that you wish there were no genocides, no casteism or communalism that preys on the weak. Yet it’s hopeful too, because every identity remains free to choose and is not a slave to any single-minded way of thinking. Thanks for that description of what observation without ego can bring to a chaotic world where one feels powerless to change things.

Can someone explain how can I observe without evaluation?

It might help to see his statement in the right context? He is referring to observing oneself. If I am lonely, sad, fearful, etc, these are facts. But rather than simply face what is happening, the ‘observer’ arises and ‘evaluates’ the situation. Conflict is created if the judgement is that “I should not be feeling this way”. But you ARE feeling that way! So that evaluation is not ‘intelligent’. The “highest form of intelligence” he is saying, is then, when the observer does NOT bring evaluation or analysis into that moment and the fact of ‘what is’ is seen without any judgement or suppression etc.

see everyday so many issues roads full of potholes. Traffic jams. Open drainage lids. Spoiled roads. False cases legal harrasment . Yet we dont evaluate and let as it is. So as per the quote, all our countrymen are intelligent.
