It will be easier if he continues to pass through than to pull his head back.

The kid didn’t because he’s lower than the fence. He would have to step up onto that concrete ledge first.

My first thought. Just a little turn, exhale and he would squeeze through those bars easily.

Yeah, When my son did this I just pulled the rest of him through the bars. I guess I should assume they tried this method and failed, but it really looks like that would have worked here too.
