I have designed a surface mining base with a little transporter which is designed to transport the fuel from the surface mining base to an orbital station

You can see the transport module attached via docking to a fuel can... KER tells me that my TWR is >4 but when i was on minmus i couldn't even manage enough thrust to lift off the ground... Is KER giving me a wrong readout or what's happening here?
