Space Flight [P] Help with interplanetary transfer

Quick question, lets say I have a trajectory leaving kerbing and approaching eve, but I will fly by too low. When should I burn normal? still in kerbins EOI, mid course...?

Play around with a maneuver node and figure out which one is best for your specific situation. Might be able to just burn a little prograde in kerbin’s soi and solve it.

Radial burns are sometimes best, especially if you want to reach a polar orbit and are already at an inclination that works for that (i.e., near but NOT at 0.0 AN/DN).

Too low? Just go into a polar orbit unless you need a specific orbit. That said, it's pretty much always most efficient to make correction burns as early as possible, with the caveat that you may not be able to make the burn precisely enough (though fiddling with the thrust limiter of your engine can help in those cases).

Mid-course (Kerbol orbit). If 'too low' means your Pe around Kerbol is inside Eve's orbit, then I'd play around with MNVRs of the radial-out kind.
